Paul Douglas, the former Illinois Senator stated that, “Instead, most men want life of integrity and goodwill in which public officials are stewards rather than masters and treat their jobs as a means of helping people rather than dominating them (Douglas, 1952).” He also stated that the United States government is very big and our lives are affected by it, we cannot be content with the idea that the public administrators merely behave with moderate levels of behavior.
