If the question is whether or not staff are over worked, most staff are likely to report yes, whereas an independent observer could measure actual work against a pre-determined amount to determine if staff are overworked or not. However, staff are able to answer questions while reflecting on all the years they have worked in their position, whereas an independent observer only sees what is happening that day on that shift.
