Fiscal sustainability of the health system is frequently debated in policy circles and the media. It is a term that refers to the ability of governments and others to finance health care given the growing cost pressures and limited resources.

In this report, Figure 3 shows four broad ways to promote greater sustainability of health spending including those operating on (i) the supply-side (ii) the demand-side (iii) public management, coordination and financing and (iv) the revenue side.
Question:
In a country Pakistan, discuss the extent to which governments currently use these policy levers and the advantages and disadvantages of changing current policy to either adopt a policy lever currently not used or implement changes in the way the policy lever is currently being used.
The assignment should include the following:
- (i) A brief context for the assignment including background information on the country and its health system.
- (ii) The extent to which the policy levers are currently used.
- (iii) Changes to policy levers to improve health system performance including an argument to support any proposed changes. You may also provide an argument not to change a policy lever.
